Empowering Future Industry: China Releases "Guidance for High-Quality Development of Industrial Parks," Charting a New Blueprint for Transformation and Upgrading

Recently, the Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) jointly issued the "Guidance for High-Quality Development of Industrial Parks." This pivotal policy document is set to steer industrial parks nationwide towards specialized, intensive, intelligent, green, and standardized development, injecting robust momentum into the construction of a modern industrial system.

As crucial platforms for industrial progress and the cultivation of new productive forces, the quality of industrial park development directly impacts the advancement of new industrialization. The newly released "Guidance" outlines nineteen specific development orientations across seven core dimensions, aiming for a comprehensive upgrade of the parks' overall competitiveness:

I. Focus on Strengths, Cultivate Distinctive Industrial Clusters.

The "Guidance" emphasizes that parks should avoid blind expansion and homogenous competition, instead concentrating on the upgrading and transformation of traditional industries, while proactively planning for strategic emerging industries and future industry tracks. The goal is to form 2-3 leading industries that possess significant characteristics, advantages, and economic benefits at regional and even national levels.

II. Meticulous Planning, Optimize Space Utilization Efficiency.

To address the increasing scarcity of land resources, parks must advocate for intensive and efficient land use models and optimize their overall spatial layout. The document encourages exploring innovative approaches such as long-term leases, lease-then-transfer, and "industrial high-rise" concepts to expand industrial development space and enhance output per unit of land.

III. Tiered Cultivation, Strengthen High-Quality Enterprise Echelons.

The "Guidance" proposes leveraging the leading role of industry giants to drive coordinated development across the upstream and downstream of industrial chains. Simultaneously, it advocates for actively supporting small and medium-sized enterprises (SMEs) to specialize and excel in niche areas, promoting their integration into the supply chains of leading enterprises, thus fostering a healthy ecosystem where large, medium, and small enterprises thrive together.

IV. Innovation-Driven, Build Industrial Technology Hubs.

To enhance parks' innovation capabilities, eligible parks should actively establish high-level R&D platforms such as national technology innovation centers and manufacturing innovation centers. Furthermore, cooperation in innovation and resource sharing with national high-tech zones and economic development zones is encouraged.

V. Deep Integration of Digital and Real Economies, Accelerate Park Intelligence.

The "Guidance" emphasizes the empowering role of digital technology in industrial development. Parks should focus on the construction and application of new information infrastructure, explore the creation of high-standard "digital parks," and promote the comprehensive digital transformation of resident enterprises, achieving intelligent production, management, and services.

VI. Green Leadership, Solidify the Foundation for Safe Development.

Against the backdrop of ecological civilization construction, parks must adhere to green and low-carbon development principles, encouraging enterprises to adopt cleaner production methods, and actively striving to create green industrial parks and even "zero-carbon parks." Concurrently, comprehensive strengthening of production safety management is essential to ensure stable and safe operations within the park.

VII. Openness and Win-Win, Expand Domestic and International Cooperation.

To enhance parks' global competitiveness, the "Guidance" encourages active participation in industrial transfer matching activities and strengthening collaborative efforts with other domestic parks, forming a pattern of complementary advantages and synergistic development. Furthermore, deepening international industrial and technological cooperation is crucial to attracting high-quality resources and increasing global influence.

Looking ahead, MIIT and NDRC will continue to provide guidance for the high-quality development of industrial parks. This includes summarizing and promoting successful experiences, releasing typical case studies, and formulating industry standards and norms to offer strong support for park development. Simultaneously, local industry and information technology authorities will be guided to conduct in-depth policy research, reinforce support measures for industrial parks, improve management mechanisms, and effectively monitor operations to ensure the successful implementation of all deployments.
