Customs Seizes Pesticide Smuggling for Export via False Commodity Name Declaration
Mengding Customs recently cracked a case of smuggling pesticides for export through false declaration of commodity names.

In May 2025, Qingdao **** Chemical Co., Ltd., without holding an export pesticide registration certificate for indolebutyric acid, illegally exported the said pesticide to evade customs supervision. The company entrusted a Yunnan-based customs declaration agency to declare the export of 150 kilograms of 99% 6-benzylaminopurine technical material through general trade under a false commodity name, which was seized by the customs. Upon inspection by Shenyang Shenhua Institute Testing Technology Co., Ltd. (National Pesticide Quality Inspection and Testing Center), the submitted samples were identified as indolebutyric acid with a mass fraction of 99%.
The act of the party concerned constitutes a smuggling offense as stipulated in Article 82, Paragraph 1, Item (1) of the Customs Law of the People's Republic of China and Article 7, Paragraph 1, Item (2) of the Regulations of the People's Republic of China on the Implementation of Customs Administrative Penalties. In accordance with Article 82, Paragraph 2 of the Customs Law of the People's Republic of China, Article 9, Paragraph 1, Item (2) of the Regulations of the People's Republic of China on the Implementation of Customs Administrative Penalties, and Article 11, Paragraph 1 of the Customs Administrative Penalty Discretion Benchmark (I) (General Administration of Customs Announcement No. 182 of 2023), Mengding Customs decided to impose the following administrative penalty on the party concerned: confiscate 6 barrels of the involved indolebutyric acid with a net weight of 150 kilograms.
