ICAMA October Registration Overview: 525 Pesticide Products Approved, with Breakthroughs in Domestic Technical Materials and Green Formulations as Highlights

From October 2 to November 1, 2025, the Institute for the Control of Agrochemicals, Ministry of Agriculture and Rural Affairs of the People's Republic of China (ICAMA) completed the monthly pesticide product registration approval process, officially approving 525 pesticide products for registration during this period. The registration covers 38 pesticide technical materials (including 1 product exclusively for export to Cambodia) and 2 pesticide technical concentrates, involving 203 different active ingredients, 24 product formulations, and 202 pesticide manufacturing enterprises. From an industry development perspective, this registration not only intuitively reflects the vigorous vitality of China's pesticide industry in terms of production capacity supply and technological R&D but also presents a series of distinctive and indicator-significant trends in key areas such as domestic technical materials breaking foreign monopolies, product structure upgrading towards green and high efficiency, and optimization of market competition patterns. It provides strong support for the implementation of China's agricultural "reduction and efficiency enhancement" strategy and the high-quality development of the pesticide industry.

Among the 40 technical materials/technical concentrates registered this time, the three core categories of insecticides, fungicides, and herbicides have shown differentiated development trends based on market demand. Many domestic technical materials have broken the long-term monopoly of foreign-funded enterprises in the high-end market through technological breakthroughs, achieving a key leap from following to partial leadership, which has become the most notable highlight of this registration. As the core foundation of the pesticide industry, the R&D and production capacity of technical materials directly determine the core competitiveness of a country's pesticide industry. The concentrated breakthroughs of domestic technical materials this time indicate that the independent level of China's pesticide industry in key technological fields has been significantly improved.

In the field of insecticides, 8 new technical materials have been registered, covering many mainstream market varieties such as tetraniliprole, cyantraniliprole, and chlorantraniliprole. Among them, the pyrafluprole technical material successfully registered by Gansu Lanwo Technology Co., Ltd., a subsidiary of Albemarle Chemical Holdings, is a landmark breakthrough in this field. As a high-efficiency and broad-spectrum insecticide, pyrafluprole has excellent control effects on various pests such as aphids, thrips, and spider mites. Previously, its technical production technology has long been monopolized by Bayer AG of Germany, and the domestic market could only rely on imported technical materials for formulation processing. The pyrafluprole technical material approved for Gansu Lanwo Technology this time is not only the first similar technical material registration certificate obtained in China except for Bayer but also has achieved transcendence in product quality - the total content of 93% is significantly higher than the 90% standard of Bayer's products. This achievement means that China has mastered independent intellectual property rights in the core production technology of such insecticides, breaking the technical barriers of foreign-funded enterprises. In addition, in terms of registration quantity, cyantraniliprole has become the "registration leader" among insecticide technical materials in this batch with 3 new registrations, while chlorantraniliprole and flonicamid each have 2 new registrations. These three products all belong to diamide insecticides. The trend of their concentrated registration further confirms that diamide insecticides have become the mainstream varieties in China's insecticide market due to their advantages of high efficiency, low toxicity, and good environmental compatibility, with sustained strong market demand.

Fungicide technical material registration was the most active in this approval, with 17 new products added, accounting for 42.5% of the total technical material registrations. This fully reflects the urgency of disease control needs in current agricultural production and the growth potential of the fungicide market. In terms of variety distribution, fluxapyroxad leads the fungicide list with 5 registrations. As a succinate dehydrogenase inhibitor fungicide, this product has the characteristics of strong systemic conductivity and long persistence, and is widely used in the control of major diseases such as wheat scab and corn northern leaf blight. Its high-frequency registration reflects the strong market demand for high-efficiency fungicides. Prothioconazole and fluopyram follow closely with 4 and 3 registrations respectively. These two products are also mainstream varieties in the global fungicide market and play an important role in the control of various crop diseases. In terms of domestic breakthroughs, the 96.5% ipconazole technical material approved by Zhejiang Yulong Biotechnology Co., Ltd. is a major highlight. This product is the second ipconazole technical material registration certificate in China after Arysta LifeScience Corporation. As a high-efficiency and broad-spectrum triazole fungicide, ipconazole has excellent control effects on various diseases such as rice seedling blight, corn head smut, and wheat sharp eyespot, and has high safety to crops. Previously, the domestic market has long relied on imported technical materials. The breakthrough in domestic registration this time not only fills the gap of domestic high-end fungicides but also reduces product costs through localized production, effectively increasing the popularity of such products in agricultural production and reducing the dependence of agricultural production on imported products.

In the field of herbicides, 14 new technical materials/technical concentrates have been registered (including 1 for export only and 2 technical concentrates), with the registration quantity second only to fungicides among the three categories, reflecting the continuous improvement of China's farmland weed control system. In terms of registered varieties, pyroxasulfone has become the core variety of herbicide technical materials in this batch with 4 new registrations. As a new HPPD inhibitor herbicide, this product has special effects on malignant weeds such as barnyardgrass and crabgrass, and has high safety to crops such as rice. It is an ideal herbicide variety for direct-seeded rice fields and other scenarios. Its concentrated registration indicates that this product will gradually become a mainstream variety in China's paddy field herbicide market. In terms of export-oriented products, the 94% indaziflam technical material (exclusively for export to Cambodia) registered by Shandong Weifang Rainbow Chemical Co., Ltd. is a major highlight. This product is the second indaziflam technical material registration certificate in China, and like the first registration certificate, it is of the export-only type. As a new selective herbicide, indaziflam has significant effects in the control of weeds in dryland crops such as corn and soybeans. This registration not only reflects the maturity of China's herbicide production technology but also demonstrates the continuous improvement of the competitiveness of Chinese pesticide enterprises in the international market, especially in the markets of countries along the "Belt and Road". In addition, glufosinate-P-ammonium performed prominently in this registration, winning 2 technical material registrations and 2 technical concentrate registrations simultaneously, forming a complete industrial chain layout from technical materials to technical concentrates. As an upgraded product of glufosinate-ammonium, glufosinate-P has the advantages of broad herbicidal spectrum, high activity, and good environmental compatibility. It is a key promoted non-selective herbicide variety after the ban of paraquat. The registration layout of the complete industrial chain this time will provide strong support for the large-scale production and market promotion of glufosinate-P products in China, promoting the upgrading and replacement of glufosinate-ammonium products. In the field of plant growth regulators, the new registration of one 97.5% 14-hydroxylated brassinosteroid technical material has further enriched China's green plant growth regulator product system. As a natural plant growth regulator, 14-hydroxylated brassinosteroid has multiple effects such as promoting crop growth, improving stress resistance, and enhancing quality, and has no residue in the environment, which meets the requirements of current green agricultural development. Its registration will provide more high-quality choices for China's green agricultural production.

The 525 pesticide products registered this time involve 203 active ingredients, corresponding to 304 specific pesticide products. The characteristic of active ingredient concentration is very obvious, which is highly consistent with the current development pattern of the pesticide market of "domination by major varieties and supplementation by characteristic varieties". In terms of the number of active ingredient registrations, chlorantraniliprole ranks first with 43 new registrations, far exceeding other varieties. As one of the best-selling insecticide varieties in the world, chlorantraniliprole has outstanding advantages such as special effects on lepidopteran pests, long persistence, and safety to beneficial organisms such as bees. It is widely used in the control of pests in various crops such as rice, corn, and vegetables. Its registration quantity of up to 43 fully reflects its core position in China's pesticide market. According to industry data, the market share of chlorantraniliprole in China's rice pest control market has exceeded 30%, and with the growth of demand in emerging agricultural markets such as Southeast Asia and Africa, its overseas market potential is also considerable. Prothioconazole follows closely with 33 registrations. As a broad-spectrum fungicide with both bactericidal and growth-regulating functions, prothioconazole is widely used in the control of diseases in food crops such as wheat and corn, and market demand has been rising in recent years. In addition, 5 active ingredients including fluopyram, chlorfenapyr, clothianidin, dinotefuran, and emamectin benzoate have more than 20 registrations each, and 16 active ingredients including glufosinate-P, thiamethoxam, and pyraclostrobin have more than 10 registrations each. These varieties together form the mainstream product matrix of China's pesticide market, providing comprehensive pest and disease control solutions for agricultural production.

As the carrier of the final application of pesticides, the registration of formulation products directly reflects the changing trends of market demand. From this registration, single formulations and mixed formulations show a coordinated development trend, and the diversified product structure meets the control needs of different scenarios. Among single formulations, prothioconazole single formulation suspension concentrate has become the absolute main force with 25 new registrations. This phenomenon is closely related to the wide application of prothioconazole in the control of food crop diseases. The suspension concentrate formulation has become the main formulation form of prothioconazole due to its advantages of good dispersibility and stable efficacy. In terms of mixed formulations, 13 new registrations have been made for the mixed formulation of emamectin benzoate and chlorantraniliprole. Through the combination of ingredients with different mechanisms of action, this combination effectively delays the development of pest resistance, expands the herbicidal spectrum, and has excellent control effects on various stubborn pests such as rice leaf roller and beet armyworm. It is a mainstream formula for pest control in crops such as rice and vegetables. The glufosinate-P-ammonium series products (including 2 technical concentrates) have also obtained 13 registrations, covering various forms such as single formulations and mixed formulations, further improving the product system of glufosinate-P. In addition, multiple formulation registrations of mainstream varieties such as dinotefuran, fluopyram, and chlorantraniliprole have formulated precise control schemes for different crops and pests, further improving the full-cycle control system for major crops and providing farmers with more convenient and efficient pesticide choices.

The green upgrading of formulation structure is another important feature of this registration, which is highly consistent with the goal proposed by China's Ministry of Agriculture and Rural Affairs of "increasing the pesticide utilization rate to more than 43% and the green prevention and control coverage rate to more than 60% by 2025". Among the 24 formulations registered this time, suspension concentrates account for 42.29% with 222 products, far exceeding other formulations, becoming the absolute mainstream formulation. As a solvent-free formulation, suspension concentrates have the advantages of uniform dispersion of active ingredients, high utilization rate, and environmental friendliness, avoiding the environmental pollution caused by organic solvents in formulations such as emulsifiable concentrates, and meeting the current development requirements of pesticide "reduction and efficiency enhancement". Soluble concentrates rank second with 64 products accounting for 12.19%. This formulation also has the characteristics of good solubility, rapid efficacy, and environmental compatibility, and is widely used in many fields such as herbicides and insecticides. From the development trend, the combined proportion of these two green formulations exceeds 54%, fully reflecting the remarkable achievements of China's pesticide formulation transformation towards green and environmental protection. In contrast, although traditional formulations such as technical materials and emulsifiable concentrates are still registered, their proportion is gradually decreasing. Among them, the number of registered emulsifiable concentrate formulations is less than 50, accounting for less than 10%. Due to the large amount of organic solvents contained in emulsifiable concentrate formulations, they not only pose environmental pollution risks but also may lead to the volatilization loss of pesticide active ingredients and reduce efficacy. The decline in their proportion reflects the industry's attention to the concept of green and environmental protection in formulation R&D and production, and also marks the phased achievements in the optimization of China's pesticide formulation structure.

A total of 202 pesticide manufacturing enterprises are involved in this registration. From the perspective of the distribution of registration quantities, the enterprise competition pattern shows obvious differentiation characteristics. The market leading position of leading enterprises is further highlighted, and the industry concentration continues to increase. Specifically, there are 11 enterprises with ≥5 registered products, with a total of 74 registered products, accounting for 14.07% of the total registration quantity; there are 20 enterprises with ≥3 registered products, with a total of 198 registered products, accounting for 37.63% of the total registration quantity. This data shows that nearly 40% of the registered products come from a few leading enterprises. These enterprises occupy an advantageous position in product registration and market competition by virtue of their strong R&D capabilities, improved industrial chain layout, and mature market channels. Among them, Anhui Meilan Agricultural Development Co., Ltd. ranks first in the enterprise list with 13 new registrations. The enterprise has continued to make efforts in the field of fungicides and insecticides in recent years. The products registered this time cover many mainstream varieties such as prothioconazole and chlorantraniliprole, fully demonstrating its comprehensive R&D capabilities. Well-known enterprises such as Shandong Weifang Rainbow Chemical Co., Ltd. and Zhejiang Xinan Chemical Group Co., Ltd. also performed brightly, obtaining multiple registrations with their advantageous products such as indaziflam and glyphosate respectively. The concentrated registration of leading enterprises is not only conducive to the agglomeration of industry resources to advantageous enterprises, promoting the large-scale and intensive development of the industry but also will lead the overall development level of the industry through technological innovation, accelerate the transformation and upgrading of small and medium-sized enterprises, and promote the formation of a high-quality development pattern of the pesticide industry.

In terms of registered crops and application scenarios, the products registered this time have achieved full coverage of food crops, cash crops, fruit crops, and non-agricultural scenarios, fully meeting the pesticide needs of different fields and providing strong support for the comprehensive development of China's agricultural production. As the core of China's agricultural production, food crops are the key objects of this registration. A large number of products have been registered for major food crops and planting scenarios such as rice, direct-seeded rice fields, transplanted rice fields, wheat, winter wheat fields, corn fields, corn, spring corn fields, and soybean fields, covering the full-cycle pest and disease control needs from sowing to harvesting. The concentrated registration of products related to food crops fully reflects the supporting role of the pesticide industry in national food security, providing a solid product guarantee for ensuring the high and stable yield of major grain crops such as wheat, rice, and corn. In terms of cash crops and fruit crops, high registration frequencies have been achieved for vegetable crops such as eggplant, potato, cabbage, cucumber, and tomato, cash crops such as peanut, cotton, sugarcane, and tea tree, and fruit crops such as grape, watermelon, banana, apple tree, and citrus tree. The involved products cover multiple categories such as insecticides, fungicides, and herbicides, and have formulated precise control schemes for specific pests and diseases of different crops. The registration of these products not only meets the development needs of the characteristic agricultural industry but also helps farmers improve the quality and yield of cash crops and fruits, increasing planting income. In addition, dozens of products have been registered for sanitation pesticide scenarios such as non-cultivated land, indoor, and outdoor, covering the control of sanitation pests such as flies, mosquitoes, and cockroaches, further expanding the application boundary of pesticide products and providing support for public health security.

In terms of control objects, the products registered this time have further enhanced pertinence, forming a precise control system covering major pests, diseases, and weeds, while taking into account growth regulation and sanitation and epidemic prevention needs, and the product functions have become more diversified. The control objects of herbicide products mainly focus on the most harmful annual weeds, weeds, annual gramineous weeds, annual broad-leaved weeds, and annual broad-leaved weeds and sedges in agricultural production. These weeds occur universally in the fields of major crops such as rice, wheat, and corn, and have a significant impact on crop yields. The products such as pyroxasulfone and glufosinate-P-ammonium registered this time provide efficient solutions for their control. Among them, a large number of control products for major rice and vegetable pests such as rice leaf roller and aphid have been registered, providing strong support for ensuring crop quality. In addition, the registration of a number of plant growth regulator products such as 14-hydroxylated brassinosteroid provides green choices for crop growth regulation; the registration of pesticides for sanitation pests such as flies and mosquitoes further improves the product system for public health and epidemic prevention, enriching the functional dimensions of pesticide products.

Comprehensive analysis of various data of this ICAMA pesticide registration shows that China's pesticide industry is in a critical stage of accelerated upgrading, presenting multi-dimensional development highlights. In the field of technical material production, domestic enterprises have achieved a leap from following to running alongside and leading through technological innovation. The breakthroughs of products such as pyrafluprole from Albemarle Chemical Holdings' subsidiary and ipconazole from Zhejiang Yulong Biotechnology not only broke foreign monopolies but also achieved transcendence in product quality, marking that the independent R&D capability of China's pesticide technical materials has reached a new height.
